HIPAA Expected Order for Final Rule Publication Timeframes

Rollout of final rules has begun and will continue. The following is the order expected for final rule publication:

1. Transactions and Code Sets - Final rules published
2. Privacy - Final rules published
3. Security - Final rules published
4. Employer Identifier - Final rules published
5. Provider Identifier - Final rules published
6. Health Plan Identifier
7. Health Claims Attachments
8. Individual Identifier

When each rule is published and made final, then providers, health plans and clearinghouses have two years to adopt and implement the standards. Small health plans (as defined by the final rules) have up to three years to comply.
